Agribusiness in Uzbekistan will switch to new rules for planting and financing intensive gardens
In Uzbekistanare introducednew rules for creating intensive fruit orchards and renewing obsolete plantings. The presidential decree defines large-scale plans for their construction, financial support and responsibility for inefficient use of land.
The main goal of the document is the creation of 172 thousand hectares of industrialized gardens in 2026–2028. At the same time, it is planned to renew old and inefficient plantations.
From July 1, 2026, the authority to recognize orchards as obsolete and unsuitable will be transferred to the Agro-Industry Development Agency. Based on its conclusion, a decision may be made to create new intensive gardens or transfer territories to the category of arable land.
At the same time, strict liability measures are introduced. If new orchards or vineyards are not created within 12 months after receiving the conclusion, the rates of land tax and tax for water use will increase three times. If work does not begin within 24 months, water supply to the sites will be prohibited.
At the same time, the state is launching financial support mechanisms. Entrepreneurs will be able to receive loans through commercial banks for a period of up to 7 years with a grace period of 3 years at 14% per annum - up to 120 million soums per hectare.
Also, loans at a similar rate will be provided at the expense of funds from international financial institutions raised for the development of the fruit and vegetable industry.
Separate support is provided for the import of high-quality planting material. For the purchase of certified seedlings grown in vitro, it will be possible to obtain loans for up to 18 months at 14% per annum. The funding amount will be up to $5 per seedling.
Authoritiescount onthat renovating old orchards and creating industrialized intensive plantations will help dramatically increase the export of fruits and vegetables, attract billions of investments and create hundreds of thousands of jobs.
