The construction of new greenhouses around Tashkent will be limited from October 1, 2026

One of the areas of the Clean Air project was the issue of greenhouses. A significant number of greenhouses are concentrated in Tashkent and the Tashkent region, and many of them use coal, fuel oil and other types of fuel. Emissions of pollutants such as NO₂, SO₂ and PM2.5 have a serious negative impact on air quality.

An additional problem is the relatively low level of solar insolation in the region, which increases production costs. Thus, in January the average air temperature in Tashkent is about +6°C, while in Termez it is +10.8°C. The cost of growing 1 ton of greenhouse products in the Tashkent region reaches 11.9 million soums, while in the Surkhandarya region - 4.9 million soums.

Growing products in regions with higher levels of solar activity is recognized as more effective both from the point of view of the economy of the farms themselves and to ensure stable prices on the domestic market.

In this regard, it was proposed to gradually move greenhouse farms from Tashkent and surrounding areas to areas with more favorable natural and climatic conditions. In particular, it is planned to create an agricultural park with an area of ​​at least 940 hectares in the Sherabad district of the Surkhandarya region. The area has high insolation, milder winters and lower heating costs.

From October 1, 2026, it is planned to limit the creation of new greenhouses in Tashkent and surrounding areas. For farms that will be transferred, benefits are provided for infrastructure, lending and logistics.

According tostate programfor 2026, it is planned to introduce a new system - installation of filters or transfer to other regions for 6,517 greenhouse farms in the Tashkent region and territories adjacent to the capital.

In the Surkhandarya region, it is planned to create agroclusters with an area of ​​at least 200 hectares to accommodate portable greenhouses. Farms included in such clusters will be provided with subsidies - at least 1 BRV (412 thousand soums) for each hundred square meters.

In November, the National Ecology Committee published a map of greenhouses located in and around the capital (above).

In 2024, the former Ministry of Ecologyreported, that instead of a “green” ring around Tashkent, a “gray” ring has actually formed from greenhouses that run on coal and pollute the air. It was then reported that 60% of greenhouses use coal as the main heating source.
