The fleet of agricultural machinery will be expanded and modern digital solutions in the agricultural sector will be introduced.

President Shavkat Mirziyoyev reviewed a presentation on providing agriculture with specialized machinery and the broad introduction of digital technologies into the sector.

Today, the level of mechanization in agriculture stands at 81 percent. In particular, 1,756 cotton harvesters have been purchased in recent years, and the level of mechanization in cotton harvesting has reached 52 percent. Last season, 2.1 million tons of cotton were harvested using machines. As a result, manual labor has decreased by 1.8 times over the past five years.

The next objective is to increase the share of machine cotton harvesting to at least 70 percent. For this purpose, in 2026 it is planned to purchase 800 cotton harvesters, as well as 6,000 seeders, tractors, and combines. Overall, 10,000 units of machinery are planned to be acquired during the year, bringing the total fleet to 292,000 units.

To provide farmers with new machinery on favorable leasing terms, it is planned to attract $400 million from international financial institutions. The machinery will be provided for up to 10 years at an 18 percent interest rate in the national currency, with a two-year grace period, while 8 percent of the interest rate will be subsidized from the state budget.

The presentation emphasized that the development of agricultural machinery manufacturing, expansion of domestic production, and servicing are priority tasks.

It was noted that in 2026–2028 it is necessary to increase the production volume of domestic machinery and aggregates fivefold and raise the level of localization by 10 percent. In particular, in 2026 production is planned to reach 6,000 units, and by 2028 the localization level is to be increased to 30–35 percent for self-propelled machinery and to 60–65 percent for mounted and trailed equipment.

The current subsidy system for the purchase of machinery and aggregates applies only to equipment with a localization level above 25 percent. The presentation proposed introducing subsidies also for the three most in-demand types of imported machinery. In total, 660 billion soums are allocated this year to reimburse 15 percent of machinery costs.

During the presentation, measures to rehabilitate and support the activities of the Tashkent Tractor Plant were also considered.

Measures were presented to provide modern banking services and implement solutions based on digital technologies and artificial intelligence.

If in 2025 JSCB “Agrobank” provided 1.6 trillion soums in loans for agricultural machinery, this year it is planned to increase this figure to 3.9 trillion soums. Automation of lending processes will reduce the financing period from 3 days to 3 hours.

In addition, clients will be provided with comprehensive agricultural services. One agro-service zone will be created in each region, where an agricultural agent will operate. In these zones, farmers will be able to receive banking and consulting services in one place, use monitoring services, soil analysis, seedling delivery, agronomist consultations, and obtain information about training courses.

The bank’s plans to implement pilot projects using artificial intelligence in livestock farming, horticulture, and “smart” water management were also reviewed, as well as to establish a new venture company with an authorized capital of 100 billion soums to finance agricultural startups.

After approving the proposals, the Head of State instructed responsible officials to further expand agricultural mechanization, develop domestic production and service, and improve monitoring and financial services through digital platforms.
