A new era in agriculture: land, benefits and experience of Bakhmal!

Rainfed land reserve and tax incentive

At a meeting in the Jizzakh region, the President paid priority attention to the agricultural sector. It was noted that 110 thousand hectares out of a total area of 900 thousand hectares of rain-fed and pasture lands in the region remain unused. It was indicated that by planting fodder and oilseeds and creating industrial gardens on these lands, at least 20 thousand people could be provided with work. It was instructed to develop a three-year program for the effective use of pastures. The most important thing: starting next year, land owners who planted highly profitable crops will have their land tax reduced by half.

Payment of subsidies at the beginning of the month and Bakhmal’s experience

Also, most livestock and farm households were asked to pay subsidies for electricity spent on water pumps for growing feed and vegetables at the beginning of each month. The importance of creating a system that would implement this practice throughout the republic was pointed out.

4 thousand hectares of the 14 thousand hectares of orchards in Bakhmal are outdated and yields have decreased. Therefore, the need was determined to introduce the Bakhmal experience in transferring old orchards to the intensive method and processing them. In 2026, it is important to plant only certified seedlings on 1.5 thousand hectares of old orchards; to support this, half the cost of the seedlings will be covered.

New loans and subsidies for gardening

A number of new measures were announced for gardening farms: to create an intensive garden, a loan will be provided at 14 percent for 7 years with a 3-year grace period. Depending on the type of fruit, a subsidy will be allocated from 20 thousand soums to 70 thousand soums for trellises (supports). For cold storage warehouses, the portion of the loan rate above the base rate will be covered, up to 8 percent. Horticultural exporters and horticulturists will also be given a subsidy from the Trade Promotion Company to cover 50 percent of packaging costs. In general, next year an experimental gardening school will be established in Bakhmal, and these benefits will be introduced throughout the country.

Freedom to lease land and poultry farming project

It was noted that 10 thousand hectares of land put up for auction with the condition of planting a certain product were not sold during the year. Therefore, starting next year, a new system for leasing arable land will be introduced. Now the farmer who rents the land independently determines what to plant on it. The starting price of land put up for re-bidding at the auction will be reduced to 10 percent. Funds received from land lease will be entirely used for infrastructure (water, electricity, roads) for industrial gardens.

Together with partners from the United States, a large breeding poultry farming enterprise is being created in Zaamin. It was emphasized that this unique project will serve to bring poultry farming in the republic to a new stage.
